Clark Jennings is a strategic advisor to multinationals, growth-stage companies, and investors navigating complex business environments across the Asia-Pacific.

Based in Singapore, he guides clients across a range of industries to navigate the evolving regulatory, policy, and political environment across the region. He brings particular expertise on a broad range of digital policy issues, including AI governance, privacy and data protection regulation, and cross border data flows, as well as investment matters and the development of quality infrastructure in the APAC region. He previously was elected to serve as Vice Chair of the Board of Governors of the American Chamber of Commerce in Singapore (AmChamSG), the largest and most active business association in Southeast Asia.

Clark spent nearly a decade with Crowell Global Advisors, the Washington-based global government relations and public affairs consultancy. At CGA he was Managing Director and oversaw the technology policy practice, in addition to having built and overseeing the APAC regional team from Singapore. Prior to his move to Asia, he served at the National Economic Council of the Obama White House, where he managed the West Wing “war room” to coordinate the administration’s strategy, outreach, and communications efforts on behalf of the president’s trade agenda, including the Trans-Pacific Partnership. Clark also served as chief of staff at the U.S. Trade and Development Agency (USTDA), where he helped guide strategic planning to fulfill the agency’s mission of linking U.S. businesses to infrastructure opportunities in emerging markets. In this role, he advised on deployment of foreign grant assistance, helped design and implement public-private partnerships to shape global policy in energy, aerospace, and telecommunications, and represented the U.S. government in bilateral settings and international events on five continents.

Earlier in his career, Clark worked as a commercial litigation associate, was a federal law clerk in U.S. District Court, and served as deputy communications director to the Governor of Arkansas. He is a graduate of the University of Arkansas and received his Juris Doctor with high honors from the University of Arkansas at Little Rock. He lives in Singapore with his wife and two children.
